About the Mission You Will Join:Implement innovation transformation technologies and support services to establish and acquire Digital Transformation Support Services to help achieve CISA's mission and goals. Help design, implement, and maintain a comprehensive CISA data architecture; design and engineer consolidated and consistent cross-agency data management solutions; development and deployment data integration analytics solutions; and design and develop end-user data visualization capabilities.

Your Impact to the Mission:VMD Corp seeks a Project Manager to provide mission focused, data driven innovation including methods for rapid evaluations, testing, and adoption for new technologies. In this role you will:
  • Oversee the planning, delivery, and completion of large-scale enterprise-wide IT initiatives, enterprise data management, analytics support, and organizational governance.
  • Act as a single point of contact for the CO/COR
  • Assign tasks and work elements; make business, product, and technical decisions; and be accountable for the success of failure of the overall service(s)
  • Provide leadership, guidance, and oversight to project implementation and quality assurance by effectively evaluating and monitoring cost, schedule, and performance, assessing variances from the plan, and overseeing the execution of necessary corrective actions
  • Manage scope, deliverables, required resources, work plan, budget, travel plans, performance reviews, and timing for new initiatives
  • Manage project teams for optimal return-on-investment, and coordinate and delegate cross-project initiatives
  • Develop and manage the budget for projects and be accountable for delivering against established business goals/objectives
  • Analyze, evaluate, and overcome project risks and financials, and produce project reports for management and stakeholders
  • Create a training plan to keep contractor staff current on evolving technologies while containing cost to the government
  • Provide disaster recovery planning

Experience Needed to Be Successful:
  • Minimum of 5 years of experience in IT project Management
  • Experience ensuring BPA functions, PM services, performance tracking and reporting, and BPA execution are conducted and managed according to industry best practices
  • Experience applying Agile / Scrum methodologies
  • Ability to breakdown high-level strategies into actionable steps
  • Consistently follows documented processes to meet strategic objectives
  • Natural leadership abilities, strong analytical capabilities, and critical thinking skills
  • Ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives

Desired Qualifications and Skills:
  • Ability to lead organic growth and desire to support other BD and corporate strategy and initiatives.
  • Working knowledge of FITARA, FedRAMP, Federal Cloud Computer Strategy
  • Experience supporting software devsecops projects, specifically familiarity with tools such as AWS, MS Azure, ServiceNow, Atlassian, Appian, and other open-source, cloud based solutions

Basic Qualifiers:

  • Education Requirement: Bachelor's degree in Management, Computer Science, or Information Systems
  • Can Additional Years of Experience Substitute for Degree? No
  • Required Certification(s): PMP and ITIL v3 Foundation Certified
  • Minimum Years of Overall Experience: 5
  • Minimum Years of Specific Experience in Field: 5
  • Minimum Clearance to Start: Top Secret (SCI eligible)
  • Work Status Allowable: US Citizenship

Travel and Telecommuting:
  • Travel: Little (less than 10%)
  • Telecommute Options: Considered on a situational basis; combo of the contractor's facilities and the CISA facilities in the DC Metro Area. Available 800 - 1600 EST M-F
